Bio: Charles Fitz Baird (b. 1922) was Assistant Secretary of the Navy for Financial Management from 1966 to 1967, and Under Secretary of the Navy from 1967 to 1969. Prior to his service with the Department of the Navy, he worked for the Standard Oil Company from 1948 to 1965.
