Bio: Philip Nathan Brownstein (1917-1999) worked for the Federal Housing Administration (FHA) from 1935 to 1944, and he worked for the Veterans Administration (VA) from 1946 to 1963. He was director of the loan guaranty service at the VA from 1956 to 1961, and director of chief benefits at the VA from 1961 to 1963. Brownstein served as Commissioner of FHA from 1963 to 1969, and was Assistant Secretary of the Department of Housing and Urban Development from 1966 to 1969.
