Bio: Bertrand Morrison Harding (1919-2002) was an analyst for atomic weapons program at the Atomic Energy Commission from 1950 to 1953, assistant to the Deputy Commissioner at the Internal Revenue Service (IRS) from 1953 to 1954, Assistant Director of the Collection Division at IRS from 1955 to 1958, Assistant Commissioner for Planning and Research at IRS from, 1958 to 1961, and Deputy Commissioner at IRS from 1961 to 1966. Harding served as Deputy Director of the Office of Economic Opportunity from 1966 to 1968 and Acting Director from 1968 to 1969. He was associate administrator of the Federal Aviation Administration from 1970 to 1973.
