It's very appropriate that we should talk about the Jacqueline
Kennedy Garden today, Joe, it being almost the first day of
spring.

Db you recall when this was in 1968?
M:
I would say probably August, some time like that.
We were late on the bill.
This was prior to the assassination of Robert Kennedy [June 1968], I would
probably place it in a matter of time, two weeks before
- , and '64 into '68 I was middle level, and
then became a top Troika man in '68-'69 .
The Troika was really a Kennedy Administration innovation .
I think
it was a very important innovation because it put things on a regular review
basis, which had never
- measures-border taxes, import surcharges and so forth--that would undo and
would start unraveling the results of the Kennedy Round.
There were
two schools of thought within the Administration--the free-trader school,
and I'd say that was the State
