Sir, that brings up a question. There has been a good deal of speculation about the
relationship between Mr. Johnson and Robert Kennedy. Did you see, during these years,
the years of Mr. Johnson's vice presidency, any sign
- , for instance, that we brought
and that reached trial were very few. I don't believe ten cases were tried during the year.
B:
Could you tell if the emphasis on civil rights activity came, if not exactly a surprise, as
something unexpected, to John and Robert
- , a sound position if we're to be a
government in which the laws are enacted by a legislative branch and enforced by an
executive branch. But we continued to study these. President Kennedy's executive order
had been quite limited, and at the time, I think

It was more than we had expected to get, and we even added to that later after Senator
Kennedy's
